The prime minister urged the implementation of urgent tasks of socio-economic recovery and development

DNHN - Official Dispatch No. 290/CD-TTG has now been signed by Prime Minister Pham Minh Chinh.
It tells ministries, branches, and localities to speed up the socioeconomic recovery and development program.

To ensure the Program's drastic, synchronous, and effective implementation by Resolution No. 43/2022/QH15.
On January 1, 2022, on the Program and implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Program, the Prime Minister issued Official Dispatch No. 126/CD-TTG dated February 12, 2022, and Official Dispatch No. 252/CD-TTG dated March 16, 2022.
For several years, ministries, agencies, and local governments have been actively implementing the duties and solutions outlined in Resolution No. 11/NQ-CP during the last several years.
However, progress on several tasks has been delayed so far, most notably the release of guiding papers, which impact the execution of the Program's objectives and solutions.
People who were late in March 2022 should learn from their mistakes and not do it again, the Prime Minister said.
To guarantee that the Program's efficacy in socio-economic recovery and development is immediately promoted, the Prime Minister requires:
1- Before April 10, 2022, ministries and agencies should expeditiously complete the following duties and documentation for submission to relevant authorities:
a) Urgently, the Ministry of Planning and Investment:- Complete the list of tasks and projects under the program, as directed by the Government Leader in Document No. 75/TB-VPCP dated March 17, 2022, and report to the Government and the Prime Minister.
Develop a strategy for adjusting the public investment capital in the medium-term public investment plan for the period 2021-2025 and the program's public investment capital in 2022-2023, and report to the government and Prime Minister government.
b) In line with the Leaders' order, the State Bank of Vietnam expeditiously finalizes the draft decree regulating the implementation of loan interest rate assistance from the state budget for companies, cooperatives, and business families. In Document No. 1971/VPCP-KTTH dated March 30, 2022, the government reports to the Prime Minister.
c) The Ministry of Education and Training must make a quick decision that sets out the terms, conditions, processes, and interest rates for loans to non-public preschool and primary schools.
It's a good idea for the Ministry of Science and Technology to quickly change Circular No. 12/2016/TTLT-BKHCN-BTC, which was issued on June 28, 2016, to remove obstacles and barriers to the use of the Science and Technology Development Fund.
d) The Ministry of Information and Communications urgently deploys tablet computers under the program "Waves and computers for children" from the Vietnam Public Utilities Telecommunication Service Fund.
2- The Ministry of Finance drafts an urgent draft decree extending the deadline for paying corporate income tax, personal income tax, value-added tax, excise tax, and land rent into 2022 and reports to the government and prime minister by April 15, 2022.
3- Ministries, agencies, and local governments, following their assigned functions, tasks, and powers, urgently implement the tasks and solutions in Resolution No. 11/NQ-CP in a drastic, synchronous, and more effective manner; deal with arising problems pro-actively and promptly in their areas of competence or report them to competent authorities as prescribed; accept full responsibility before the government and Prime Minister for ensuring progress and quality following the set requirements.
