The Ministry of Science and Technology suggests the level of governmental budgetary assistance for science and technology initiatives

DNHN - The Ministry of Scientific and Technology is soliciting public feedback on the draft Circular governing the formulation of cost estimates and the procedure of contracting expenditures for the execution of science and technology (S&T) tasks funded by the state budget.
Specifically, state funding support for pilot production initiatives according to authorized pilot production programs:
Up to thirty per cent of the total new investment capital required to accomplish the project approved by the competent authority (excluding residual value or depreciation expenditure of existing equipment and workshops);
Up to 50% of the total new investment capital needed to implement pilot production projects in the agricultural sector, projects deployed in areas with difficult socio-economic conditions according to Decision No. 1010 /QD-TTg of the Prime Minister dated August 10, 2018, on promulgating the List of administrative organizations in disadvantaged areas and amendments and supplements (if any);
Up to 70% of the total new investment capital required to implement pilot production projects in the field of agriculture shall be deployed in areas with difficult socio-economic conditions following Decision No. 1010/QD-Circular of the Prime Minister dated August 10, 2018, on promulgating the List of administrative organizations in disadvantaged areas and amendments and supplements (if any).
For programs to generate national products; products based on new technologies, advanced technologies, and innovative technologies; High-tech products and services:
Up to fifty per cent of remuneration for the implementation of production projects approved by competent authorities is supported by the state budget for research titles and experts who directly research to complete technological processes, S&T solutions, and computer software; testing, analyzing, inspecting, and evaluating product quality until the completion of batch zero product.
The state budget supports up to 30% of the cost of purchasing supplies, raw materials, fuel, testing and analysis equipment according to this type of project during the testing and production of batch zero products of the technology production line; up to 50% for projects of this type in the field of agriculture implemented in areas with difficult socio-economic conditions by Decision No. 1010/QD-TTg dated August 10, 2018, of the Prime Minister on promulgating and enforcing the State Budget Decree on the implementation of the State (if any).
