The Ministry of Natural Resources and Environment comes up with criteria for projects that want to get green credits and issue green bonds

DNHN - The Ministry of Natural Resources and Environment says that credit institutions, foreign bank branches in Vietnam, and organizations need to make a "green classification list" with certain screening criteria, thresholds, and environmental indicators. Bond-issuing organizations, people, and other related parties manage, run, and put in place the process of giving green credits and issuing green bonds.

In particular, environmental criteria include screening criteria, threshold criteria, norms and requirements that don't hurt other environmental targets too much, and so on.

The draft also makes it clear that the requirement doesn't hurt other environmental goals like conformity with environmental protection planning, provincial planning, and local environmental technical regulations and standards (if any);

Follow the environmental protection law's requirements for environmental impact assessments, environmental permits, and other things. Based on the advice of the Ministry of Natural Resources and Environment, apply the green classification list to some projects or parts of projects (if any).

The identification of a project or project item on the list of green classification is used for organizations and people who need to get green credit or issue green bonds but don't need project certification or project items on the list of green classification to get preferential policies and help from the State according to the law on environmental protection.

Credit institutions, foreign bank branches in Vietnam, and people who sell green bonds are responsible for following the rules and deciding whether or not to give out green credits and sell green bonds.

The Ministry of Natural Resources and Environment offers two options for the certification of green credit and green bond projects: Option 1: Certification by an independent evaluation group. Option 2: Certification by a qualified State agency.
