DNHN - Vice Prime Minister Le Van Thanh just signed Decision No. 985/QD-TTg, which makes the national aquaculture program for 2021–2030 official.

The main goal of the program is to make aquaculture more effective and sustainable by adapting to climate change, improving the productivity, quality, value, and competitiveness of aquaculture products, and meeting the needs of both domestic and international markets.
By 2025, aquaculture will produce 5.6 million tons per year, exports will be worth 7.8 billion USD per year, and the value of aquaculture will grow by an average of 4% per year. Actively producing and supplying over 50% of the demand for broodstock black tiger shrimp, over 25% of the demand for broodstock vannamei, and over 70% of the demand for broodstock selection. Proactively producing and supplying enough breeds of aquatic species with high economic value and large volumes of commodity products.
By 2030, aquaculture will produce 7 million tons per year, exports will be worth 12 billion USD per year, and the value of aquaculture will grow by an average of 4.5 million tons per year. %/five. Actively producing and supplying more than 60% of the demand for black tiger shrimp, whiteleg shrimp broodstock, and 100% selected broodstock; improving the quality of seed of aquatic species with high economic value and a large volume of commodity products.
Concerning investment and upgrading of essential infrastructure to meet production and investment needs for over 30 regions (2021-2025) and over 50 regions (2026-2030) for concentrated aquaculture and regional concentrated seed production. Building a chain of production, processing, and consumption to ensure stable output for over 30% (2021-2025) and over 50% (2026-2030) of aquaculture products.
There are six parts to the national program for aquaculture from 2021 to 2030.
The first is to improve seed production in water. Increase the ability of aquatic breeds to make more. Get all economic sectors to invest in research, production, and development of aquatic breeds to meet practical production needs. To encourage organizations, businesses, and individuals to create and use a system for quality control, biosecurity, and quality standards in the production and rearing of aquatic breeds. Develop and finalize standards and ways to test the quality of aquatic breeds so that they can be controlled, evaluated, assessed, and checked.
Develop the production of aquatic breeds by species group, like shrimp that live in brackish water or pangasius. Artificial seeds have been made by aquatic species. Aquatic species haven't made artificial seeds, microalgae, seaweed, aquatic animals used as decorations, or aquatic species used for entertainment, fine arts, jewellery, or drugs.
Aquaculture Development is the second one. For brackish water shrimp, in particular, coastal provinces from Quang Ninh to Thua Thien Hue should work hard to find ways to control the temperature during the winter. And give top priority to developing ways to farm black tiger shrimp in mangroves, organic farming, shrimp-rice farming, and white leg shrimp in the coastal provinces of the southwestern part of the country.
For pangasius, continue to grow pangasius farming in the Mekong Delta and other places with good natural conditions. For cold-water fish, keep growing cold-water fish farms in places like the Northwest, the Central Highlands, and some other places that could work. At the same time, aquaculture needs to keep track of food quality, safety, and where products come from. Controlling diseases and keeping an eye on the environment in aquaculture
The third is to put money into improving the infrastructure for aquaculture. Continue to invest, upgrade, and finish important infrastructure in several areas with a lot of seed production and a lot of aquaculture for efficient and sustainable production. Give priority to investing in areas with a lot of key aquatic species and aquaculture that produces a lot of commodity products. Invest in improving and finishing the infrastructure so that it can be used for training, research, breeding, application, and the transfer of technology in production, rearing, and aquaculture. Invest in building many centres for selling, servicing, and trading materials, equipment, and products for the water, especially in border provinces and important aquaculture areas.
The fourth is to set up a system of production, supply of materials, and industries to support aquaculture. To develop the production of aqua feeds that are right for each type of cultivated object, its shape, and its environment to reduce reliance on fishmeal; to increase the use of domestic raw materials to lower product costs, reduce reliance on imported raw materials, and protect the environment; and to reduce reliance on imported raw materials.
Aquatic veterinary drugs made from materials that are good for the environment are being made and used to treat the aquaculture environment. Develop the making and use of new materials, machines, and tools in aquaculture to improve safety, save fuel, and protect the environment.
Encourage all economic sectors to invest in technology transfer, build facilities for making materials and equipment, and offer domestic services to reduce costs, make the aquaculture industry more competitive, and produce more materials and equipment ahead of time.
Fifth, improve the quality of the people who work there and the way production is organized. Develop human resources for management, research, and technical guidance in line with the Scheme on training and development of human resources in fisheries and the Project on capacity building for state management of fisheries.
For the fisheries sector to grow, the system for training people should be made better. Set up classes to teach people about production, new technologies, markets, workers' rights, and the laws that apply. Encourage businesses, organizations, and people to take part in and invest in aquaculture workforce training and training.
Creating models of how people can work together and form groups to make and use products. To create and grow cooperative groups, cooperatives, co-management groups, joint ventures, and connections between organizations and people as part of the new rural construction program.
Building and developing models that combine aquaculture with other economic activities like ecotourism, cooking, entertainment, wind power, solar power, and models for a circular economy. Communication program for deployment and help to register some products for the protection of intellectual property rights
The sixth is research on aquaculture and how to use technology in it. Creating farming methods that are good for the environment, saving fuel, and using fewer drugs and chemicals... Creating technical solutions and new technologies for the management, collection, and treatment of waste, wastewater from aquaculture, by-products from aquaculture, and the processing of seafood to add value and reduce damage to the environment.
Use technology to make aquatic products more productive and of better quality. Getting to the point where automation technology is used more quickly at stages related to workplace safety. GIS, 4.0, and blockchain technologies will be used in production, farming area management, and traceability, and the National Product and Goods Traceability Portal will be connected.
