Ministry of Construction: Disclosure of housing and real estate market information quarterly

DNHN - According to the new Decree, state management agencies are required to connect and share information about housing and related real estate market to serve state management, investigate activities, verification and handling of law-breaking behaviour.
Deputy Prime Minister Le Van Thanh has just signed and promulgated Decree No. 44/2022/ND-CP on the construction, management and use of information systems in the housing and real estate market.
Accordingly, the information system on the housing and real estate market includes a database on the housing and real estate market; information technology infrastructure for the housing and real estate market; software system for management, operation and exploitation of information about the housing and real estate market.

An information system about the housing and real estate market is built uniformly across the country to share and provide basic information about the housing and real estate market to agencies, organizations and individuals, serving the state management and the publication of statistics on housing and real estate market, meeting the requirements of socio-economic development.
The Decree specifically stipulates the subjects and scope of exploitation and use: Agencies involved in building and maintaining databases on housing and real estate markets may exploit data under their purview. Exploiting data on the housing and real estate markets outside the scope of management must be approved by the agency managing the housing and real estate market information system.
State management agencies are required to connect and share information on housing and related real estate markets to serve state management, investigation, verification and handling of law-breaking behaviour.
Agencies, organizations and individuals are entitled to request sharing and provision of information on the housing and real estate market following the provisions of the law on access to information.
The agency that manages the housing and real estate market information system must not share or provide information affecting national security, business secrets of enterprises, and personal information except for the case of serving investigation, verification and handling of law violations and serving the state management of competent agencies.
