Many critical traffic upgrades in Thanh Hoa will require over 15,000 billion VND in public investment funds

DNHN - The Ministry of Transport recently issued Official Letter No. 7233/BGTVT-KHDT in response to the Thanh Hoa National Assembly Delegation's proposal to upgrade and expand two national highways, including National Highway 47 from the Nhoi intersection to the Trieu Son district and National Highway 45 through Vinh Loc district. In addition, the eastern ring road will be renovated to bypass Ben Sung town and the Nhu Thanh district.
The Ministry of Transport stated that it is not possible to balance funding sources to improve and extend National Highway 47 and National Highway 45 via Thanh Hoa province, but it would prioritize VND 14,893 billion for medium-term public investment to implementation.

"Currently, the density of traffic on National Highway 47, from Nhoi junction to Trieu Son district, and National Highway 45, going through Ben Sung town and Vinh Loc district, is quite high, the roadbed is narrow, and the population is dense." The difficulty was highlighted by the Thanh Hoa National Assembly Delegation.
National Highway 45, the stretch through Vinh Loc district, has a plain grade IV road with a road surface width of 7m, while the section through the heart of Vinh Loc town is being expanded to have a road surface width of 11m, asphalt concrete surface, and drainage ditches and sidewalks.
Responding to voter petitions in Thanh Hoa province, the Ministry of Transport stated that the section of National Highway 47 from the Nhoi intersection to the Trieu Son district is a new section completed by the Ministry of Transport in 2017 in the project of upgrading the National Highway No. 47, section Km0 - Km31+260, Thanh Hoa province. This route features a simple grade III road with a width of 11m, and asphalt concrete pavement is currently in use.
The Ministry of Transport charged the Project Management Board with preparing reports recommending investment plans for the National Highway 45 repair and upgrading project, which is scheduled to be included in the medium-term public investment plan for the period 2021-2025. In addition, the ministry estimates that the investment required to satisfy the industry's infrastructure development targets between 2021 and 2025 would be VND 462,031 billion.
However, the Ministry of Transport stated that the above two highways must be expanded to suit the demands of socioeconomic growth as requested by Thanh Hoa provincial voters. Due to challenges in balancing resources, it is not able to balance funding sources to invest in renovating and extending National Highway 47, the part from Nhoi junction to Trieu Son district, and National Highway 45, the stretch via Vinh Loc district.
The Ministry of Transport recognizes the voters' desire in Thanh Hoa province and will allocate the Directorate for Roads of Vietnam to boost maintenance and repair from road maintenance funds to guarantee safe operation.
The government would prioritize providing cash to carry out investment in several projects in the province, such as the route between Ho Chi Minh City and Ho Chi Minh City. Thanh Hoa with the western districts of Thanh Hoa is around VND 4,000 billion, and Ring Road 3 with East branches from Hoang Hoa district to Quang Xuong district is approximately VND 3,300 billion...
The eastern ring road is being built following the general planning of Ben Sung town, Nhu Thanh district, Thanh Hoa province until 2030, with a vision beyond 2030, as approved in Decision No. 3610/QD-UBND dated September 21, 2015.
The Ministry of Transport has built and enlarged National Highway 45 via Ben Sung town with a cross-section of 12m width; a road surface width of 10.5m since 2013, satisfying transportation demands, assuring compliance with planning, and being in regular operation.
The Ministry of Transport suggested to the People's Committee of Thanh Hoa province to proactively balance the local budget for investment. Report any issues to the Prime Minister for consideration and help from the central budget.
