Currently, in Quang Ninh province, there are 164 FDI projects of investors from 20 countries and territories conducting production and business activities with a total registered investment capital of over 11 billion USD. Foreign investors have invested in 16 of the nation's 21 economic sectors, with the processing and manufacturing industry leading both in terms of the number of projects and registered investment capital; the production and distribution of electricity, gas, hot water, and steam are also of particular interest to foreign investors. Hong Kong (China) leads in terms of investment partners with 49 projects and over 3.81 billion USD in total investment capital, representing 32.96% of total FDI capital in the province; followed by Japan (over 2.34 billion USD, representing 20.24%) and the United States (nearly 2.31 billion USD, representing 19.95%). With 164 valid FDI projects, Quang Ninh ranks eleventh in the nation for its ability to attract foreign direct investment.
It is anticipated that FDI attraction will reach $846,63 million by the end of August 30, 2023, representing 70.6% of the 2023 plan.
Regarding non-budgetary capital to attract domestic investment, as of August 21, 2023, the total capital to attract domestic investment in the province had surpassed VND 45,304 billion, or 105.4% of the 2023 plan.

Promote and maintain Quang Ninh's position in administrative reform; implement solutions to improve efficiency and innovate investment promotion, with special emphasis on on-site investment promotion.
Rapidly complete projects of general construction planning and subdivision planning; accelerating compensation and site clearance, meeting the demand for clean ground to attract investment projects in 2023, assisting industrial park and industrial park infrastructure investors with site clearance, and eliminating obstacles to sources of backfilling materials for projects.
Promptly advise and direct to ensure sufficient electricity supply for production activities of industrial zones, economic zones, and industrial zones to develop the province's socio-economic development and attract investment projects in 2023; closely following the instructions of the Ministry of Industry and Trade on Electricity Planning VIII and electricity prices to propose directions to remove obstacles for LNG, wind power, and solar power projects. Create the optimal conditions for the coal industry to increase investment resources for the development, exploration, and evaluation of coal reserves to serve production and business activities in the province while ensuring environmental protection is reasonable and sustainable by the master plan.
Advise on mechanisms, policies, and solutions to improve the quality of human resources, particularly human resources serving sectors and fields of interest to the province, with a focus on attracting investment, and concurrently advise on solutions to attract and "retain" employees working in the province, with a focus on attracting housing investment projects for workers working in the industrial zone; enhance the accuracy of labor demand forecasting in Quang Ninh province.
