DNHN - Hanoi City Social Insurance has just said that the number of units that owe social insurance in the area is still high, the amount of debt is large, and by the end of June 2022, the amount of insurance debt of businesses is more than 5,100 billion VND.
Debts over 12 months account for a large proportion, accounting for 33.73% of the social insurance debt structure in Hanoi. Therefore, in the last months of this year, this agency will continue to coordinate with related parties to carry out peak periods of inspection, examination and collection of outstanding debts. Together with the inspector, this unit will organize propaganda and dialogue for employers to strictly observe the provisions of the law on social insurance.
According to Mr Vu Duc Thuat, Deputy Director of the Hanoi Social Security Administration, the policy of social insurance, health insurance and voluntary insurance is implemented by the State, not for profit, towards the cross-cutting goal of ensuring social security for people, especially when unfortunately suffering from illness, disease, accidents, mishaps or old age... Therefore, for businesses that do not pay insurance premiums, avoid paying insurance premiums, and long-term social insurance arrears, delaying paying insurance is against the policy of the State.
"For businesses that deliberately delay or evade insurance payments, the city's social insurance agency will synthesize the files to file lawsuits to court and, even more, can handle criminally those businesses that violate the law on insurance. Particularly in 2021, the Hanoi Social Security Administration has transferred the dossiers of 4 businesses that deliberately evaded social insurance contributions to the Hanoi Police for handling according to the provisions of the Criminal Law 2015 "- a representative of Hanoi Social Insurance said.
According to Mr Vu Duc Thuat, in 2022, Hanoi Social Security Administration is assigned the target by Vietnam Social Security to carry out 9,000 inspections (an average of more than 700 times/month). This is the largest number of inspections in a year so far. For the inspection, examination and recovery of social insurance debts to be highly effective, right from the beginning of the year, the inspection and examination team of social insurance agencies at all levels must continuously review and urge units that owe less than 3 months; propose to inspect and review debtors from 3 to 6 months and conduct inspection of debtors over 6 months. Previously, the Hanoi Police Department and the Hanoi Social Security Administration signed an inter-sectoral cooperation agreement on crime and violation prevention in the field of social insurance.
