Delay the start of the new national bidding network system to make sure it is done to the highest standard

DNHN - The Ministry of Planning and Investment has pushed back the start date of the new national online bidding system to make sure it works well and is done to the highest standards. From there, contractors and investors can bid on public contracts in the best, most open, and easiest way possible.

According to the Minister of Planning and Investment's Circular No. 08/2022 and Circular No. 10/2022, the new online bidding system will start on August 1. The FIS investor, IDNES project enterprise (under FPT Corporation), built the new national bidding network system based on a BOT contract signed with the Ministry of Planning and Investment.
Compared to the current system, the new one has more modules and functions. Its goal is to manage the whole process of public e-procurement, from updating project information to selecting contractors and investors.
Publication, distribution of bidding documents, submission of bids, the opening of bids, evaluation and ranking of contractors, publication of bidding results, negotiation and signing of contracts online, monitoring and management of the implementation process, contract execution...
The system also connects to the business registration management information system of the Ministry of Planning and Investment, the electronic tax declaration system of the General Department of Taxation, the public service portal of the MPI, etc., so that government ministries and departments can share and use information, making sure that the information is accurate and reliable. It also connects to banks and payment gateways to help with operations related to the system.
Director of the Procurement Administration Department at the Ministry of Planning and Investment, Mr Tran Hao Hung, says that the national online bidding system is the only one that controls the posting of information on how contractors, investors, and organizations are chosen through online bidding. The system needs to make sure that the way it works is stable and clear, and that choosing contractors and investors online is legal.
The Ministry of Planning and Investment is delaying the start of the new national e-procurement system so that it can be finished at the highest level and serve the bidding process as well as possible. From there, contractors and investors can bid on public contracts in the best, most open, and easiest way possible.
Also, suspending the above circulars is just a technical matter to make sure that when the new system is put into place, it is stable, runs smoothly, and doesn't change how information is shared or how contractors and investors are chosen online. In the current system, these tasks are still done normally.
