Comparing the percentage of businesses taking advantage of the EVFTA and CPTPP agreements

DNHN - In the first half of this year, the rate of enterprises using preferential certificates of origin under the EVFTA agreement has increased by over 32%, four times higher than the rate of taking advantage of incentives in the CPTPP.

According to the General Department of Customs, in the first half of this year, Vietnam's export turnover to the European market continued to increase by 15.2% over the same period last year, reaching 28.61 billion USD. And in the opposite direction, imports from this region of Vietnam reached 10.46 billion USD, down 3%.

In the first year of implementation of the Agreement, although Vietnam's total export turnover to the EU market increased, most of Vietnam's key exports to the EU decreased, such as phones of all kinds and accessories (down 27.9% compared to 2020), textiles and garments (down 15.2% compared to 2020) and footwear of all kinds (down 11.3%).

In the second year of implementing the EVFTA Agreement, Vietnam's export turnover of key commodities has recovered and increased significantly, with textiles and garments increasing by 16.7% over the same period last year, rice by 42, 9%, pepper by 81.3%, seafood by 22.7%, machinery and equipment and spare parts by 20.9%... The items with the largest export value are phones and components, computers and components, machinery and equipment spare parts, textiles, iron by types and products from iron and steel. The commodities with the highest growth rate are iron and steel and products from iron and steel (147%), pepper (81.3%), coffee (62.7%), rice (42.9%), seafood (22.7%).

Assessing this result, a representative of the Multilateral Trade Policy Department (Ministry of Industry and Trade) said that this is a good rate in the difficult context, especially due to the first year of implementation of the agreement on preferential margin, the level of reduced tariff rate that Vietnam enjoys is still not great, but in the first year, there has been a growth step. In the second year, the rate of preferential use of Vietnamese enterprises through certificates of origin that enterprises are granted to enjoy incentives when goods enter the EU is quite high.

The Department of Multilateral Trade Policy noted that exporters, currently, the EU market is tending to shift very strongly to consuming green, clean goods that meet labor and environmental standards, etc. That is, they not only ask about price and quality but also care about the production process of such goods. Therefore, businesses need to catch up with this trend, if they succeed in following this trend, the value obtained in the process of exporting to the EU will be much larger. In addition, the EU is a very demanding basic market with many technical requirements, animal and plant quarantine, and even self-set standards. This requires businesses to change models to best meet the tastes of the EU market, thereby exploiting effectively, long-term and sustainably.
