DNHN - On May 28, 2022, Deputy Prime Minister Le Minh Khai signed Decision 652/QD-TTg, delegating the central budget development investment capital plan for the period 2021-2025 to localities for the implementation of three initiatives National goals.

Specifically, allocating the central budget development investment capital plan for the period 2021-2025 to the provinces and cities governed by the central government (provinces and cities directly under the central government received support from the central budget in real-time). Implementing national goal programs in regards to Resolutions of the National Assembly Nos. 120/2020/QH14, 24/2021/QH15, and 25/2021/QH15).
For the period 2021 to 2025, provinces and cities immediately subordinate to the Central Government should be tasked with implementing national target initiatives.
The People's Committees of the provinces and cities governed by the central government shall base their decisions on the plan for the development of investment capital from the central budget in the year 2021-2025 and the assigned target and task plan for the period 2021-2025. Decide to assign development investment capital plans from the central budget for the period 2021 - 2025 to agencies and units using development investment capital to ensure compliance with the provisions of the Law on Public Investment, Resolution No. 517/NQ-UBTVQH dated May 22, 2022, Resolutions of the National Assembly approving investment policies, and Decisions of the Prime Minister approving investment for each national target program, as well as regulations stipulated by law, applicable law.
In addition, before July 1, 2022, according to Article 6 of Government Decree No. 27/2022/ Decree-CP dated April 19, 2022, create and issue implementation plans for national target programs for the period 2021-2025 under their control.
Balancing reciprocal capital from local budgets; integrating capital sources and implementing ways to mobilize other resources locally for the required implementation of national goal programs.
Priority shall be given to allocating sufficient capital for completed and transitional projects based on the ability to balance annual capital; only allocate capital for new construction projects after allocating sufficient capital for transitional projects that have exceeded the prescribed time limit for capital allocation.
Report on the assignment of the central budget development investment capital plan and provide the Ministry of Planning and Investment with the execution plan of the national goal programs for the period 2021-2025. Prior until July 15, 2022.
The Committee for Ethnic Minority Affairs, Ministry of Labor, War Invalids and Social Affairs, Ministry of Agriculture and Rural Development, and other component project owner agencies shall guide ministries, central agencies, provinces, and centrally administered cities. Implement Decisions Nos. 1719/QD-TTg dated October 14, 2021, 90/QD-TTg dated January 18, 2022, and 263/QD-TTg dated February 22, 2022.
The Ministry of Planning and Investment inspects, oversees, and encourages the implementation of the central budget development investment capital plan to implement national target programs for the period 2021-2025 by ministries and agencies. Central government, provinces, and cities are administered centrally.
Concerning the remaining unallocated development investment capital of VND 7,942,139 billion, the Committee for Ethnic Minority Affairs was tasked with completing the legal basis and elucidating the necessity and nature of each Chinese agency's job. The central government assures compliance with the stipulations of Prime Minister's Decision No. 1719/QD-TTg dated 14 October 2021. Develop and finalize the VND 2,942,139 billion allocation plan and submit it to the Ministry of Planning and Investment by July 15, 2022.
The Ministry of Labor, War Invalids, and Social Affairs was tasked with developing and submitting to the Ministry of Planning and Investment a plan to allocate the remaining unallocated development investment capital of the National Target Program on Sustainable Poverty Reduction for the period 2021-2025. Before July 15, 2022, the Ministry of Finance will summarize Planning and Investment.
The Ministry of Agriculture and Rural Development was tasked with developing a plan to allocate 3,000 billion VND of the National Target Program's remaining unallocated development investment capital to the construction of new rural areas between 2021 and 2025 and submitting it to the Ministry of Planning and Investment. Before July 15, 2022, the Ministry of Finance will summarize Planning and Investment.
Ministry of Planning and Investment was tasked with summarizing the plan for allocating VND 7,942,139 billion of the remaining central budget development investment capital for the three national target programs and submitting a report to the Government and the Prime Minister by the due date of August 1, 2022.
