At the meeting, Kon Tum province reported on the public-private partnership (PPP) planning of Mang Den airport in Mang Den town, Kon Plong district. The expected airport level is 4E, in the direction of the Kon Tum - Quang Ngai motorway, with planning and development of the Mang Den national tourist area as its orientation.
Prime Minister Pham Minh Chinh, through field surveys and reports on several key projects in Kon Tum province, raised the issue of finding a way for Kon Tum in general, and Mang Den, in particular, to develop quickly and sustainably. Originally to 2030, the vision now extends to 2045.
Regarding Mang Den airport, the Ministry of Transport stated that, in addition to the planned airports, the Prime Minister directed that the airport continue to be studied, surveyed, and evaluated for the possibility of becoming a passenger airport. several potential locations and submit a report to the Prime Minister for consideration of the addition of planning when appropriate, including the anticipated location in Mang Den town, Kon Plong district, Kon Tum province.
The Prime Minister suggested that Kon Tum province actively implement, and promote the spirit of self-reliance and self-reliance to rise strongly; set up a working group, and assigned a Deputy Secretary to be in charge of the development of Mang Den.
Concerning the above motorway proposal, Minister of Transport Nguyen Van Thang agreed with the planning of the airport and the Quang Ngai - Kon Tum motorway to promote the full potential of tourism advantages in Mang Den are; driving force and breakthrough for socioeconomic development in the Central Highlands in general and Kon Tum in particular... Simultaneously, the highway connection through the Mang Den tourist area (Kon Tum) will stimulate tourism development. Quang Ngai - Mang Den economic corridor - Bo Y - Kon Tum border gate - connection with Southern Laos, promoting the socio-economic development of localities and regions.
The Ministry of Transportation endorses this policy and recommends that the locality complete the necessary legal procedures to implement it as soon as possible.
It is anticipated that the Quang Ngai - Kon Tum Motorway will have its easternmost point of intersection with the North-South Motorway on the territory of Duc Pho town, Quang Ngai Province; the westernmost point will be on the territory of Kon Tum City, Kon Tum Province.
The proposed route has a length of approximately 135.93 kilometers, four lanes, a roadbed width of 22m to 25.25m, and a design speed of 80 km/h to 100 km/h.
The Prime Minister outlined the orientation and method of development based on the green economy, circular economy, digital economy, sharing economy, "forest in the city, street in the forest," and maximizing the preservation and promotion of cultural identity. here. Local resources are fundamental, strategic, long-term, and decisive, including local people, nature, and cultural and historical traditions; concurrently, promote public-private cooperation and mobilize social resources vigorously.
In addition to planning, the Prime Minister emphasized the significance of strategic infrastructure, such as transport infrastructure, cultural infrastructure, education, health care, and other social infrastructure. The Prime Minister stated that it is necessary to select the right strategic investor and that the planning work must have a strategic vision, a commitment to reality, and a basis in practice; planning ensures stability but is adaptable. The planning must be feasible, identify and promote the distinct potential, exceptional opportunities, and competitive advantages of Mang Den, and at the same time point out the contradictions, weaknesses, difficulties, and challenges to set up the task.
The Prime Minister approved the guidelines for the proposals and projects; assign ministries and branches to carry out tasks by their functions, responsibilities, and authorities. In addition, the Prime Minister emphasized the significance of planning, stating, "With good planning come good projects, and with good projects come good investors."
