Due to a variety of objective and subjective factors, the planning implementation is encountering several challenges and roadblocks; consequently, planning progress is sluggish and does not meet the practical requirements. The number of remaining plans that must be completed by ministries, branches, and localities in 2023 is very high.

According to the Ministry of Planning and Investment's report, 58 out of 111 national, regional, and provincial plans have been evaluated to date, with 18 national and regional master plans having been approved. Regional and provincial plans were authorized; 08 master plans have been submitted to the Prime Minister for review, but none have been approved as of yet. 32 master plans have been evaluated and are currently being developed. 16 master plans are being evaluated; 29 master plans are in the process of drafting and collecting feedback; seven planning are selecting planning consulting firms; and one planning has not been implemented due to ineligibility.

The Ministry of Planning and Investment recommends that the Prime Minister consider issuing a Prime Minister's Directive on accelerating progress and enhancing the quality of planning to direct the effective implementation of the planning work in the upcoming period. Tran Sy Thanh, chairman of the Hanoi People's Committee, stated that the Hanoi planning task was approved by the Prime Minister in March 2022. In addition, the regions have long-term strategic resolutions from the Politburo and the National Assembly.
