PAPI 2022 report which was released on April 12th in Binh Duong Leads in corruption control

DNHN - The report entitled "Provincial Governance and Public Administration Performance Index in Vietnam" (PAPI) 2022, which was released on April 12th, revealed that Quang Ninh province has the highest composite index in the country with 47,8763 points
The PAPI 2022 report, conducted by the United Nations Development Program (UNDP) in Vietnam and its partners, assesses Vietnam's efforts in 2022 to overcome the socioeconomic effects of the preceding two years. In the past year, the outbreak of COVID-19 has increased people's confidence in the nation's and households' economic conditions.
Quang Ninh topped the PAPI 2022 ranking, followed by Binh Duong in second place.
According to the report, 66.1% of respondents consider the national economy to be "good" in 2022, up 19.4% from a year ago. In addition, the percentage of respondents who rated the country's economic conditions as "poor" decreased from 19.8% in 2021 to 6.2% in 2022, from 13.7% to 6.2%. Similarly, the percentage of individuals who consider their household's economic conditions to be "poor" will decline from 15.3% in 2021 to 11.4% in 2022.

Despite 56% of respondents claiming better household economic conditions in 2022, a rise from 52% in 2021, this is the lowest rate since 2012, when it was 52%.
Dr. Nguyen Huu Dung, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, stated at the Conference to announce the PAPI Report 2022 that the PAPI research program has had a positive impact over the past 14 years, transforming the awareness and actions of provincial governments and effectively contributing to the promotion of State administrative reform - one of the key contents of the three strategic breakthroughs in socio-economic development that the Vietnam Fatherland Front
The study, analysis, and evaluation of the effectiveness of public administration and governance at the provincial level of the people provide crucial data that aids policymakers in adjusting and modifying policies promptly. A new mode of operation to accommodate practical needs.
Mr. Andrew Goledzinowski, Australian Ambassador to Vietnam, admired the Vietnamese Government's monitoring of PAPI results to adjust policies and improve the quality of public services, particularly at the provincial level. "It is essential that PAPI represent the perspectives and voices of a wide variety of populations, including women, men, and individuals with disabilities. Listening to the opinions of citizens is essential for progress. Ambassador Andrew Goledzinowski stated that the public sector and Australia have supported this important governance initiative for the past seven years "because we believe this research will benefit Vietnam."
Even though the Party and Government have prioritized anti-corruption efforts during this term, the results of the 2022 PAPI survey indicate that the public's perspective on this issue is shifting. Consequently, the percentage of respondents who believe that corruption is an issue that the government should prioritize will increase by 4.8% between 2021 and 2022.
Ms. Ramla Khalidi, UNDP Resident Representative in Vietnam, stated that the PAPI index research program aims to reflect the public's evaluation of the implementation of the State's development policies and programs, thereby improving and strengthening the responsiveness, openness, transparency, and accountability of government at all levels.
In addition to Land Law, e-governance efficiency, online public services, etc., the PAPI report examines a variety of additional timely topics.
The PAPI 2022 report also includes provincial results for eight sub-indices: grassroots people participation; publicity and transparency in local decision-making; accountability to the people; control of corruption in the public sector; public administrative procedures; provision of public services; environmental management; electronic administration.
Six provinces/cities in the Red River Delta and six provinces/cities in the North Central and Central Coast regions comprise the "high" quartile. The 14 provinces/cities in the "lower" quartile are located in the Northern Midlands and Mountains, Central Highlands, and Mekong River Delta. Notably, the gap between the highest and lowest scores in provincial governance and public administration efficiency tends to narrow in 2022...
Quang Ninh Province topped the PAPI 2022 ranking with a composite index of 47,8763; Binh Duong Province ranked second with 47,4488 points; and Cao Bang Province placed last with 38,8037 points. With a composite index of 43.9049, Hanoi is the twelfth-ranked city on this list.
33 provinces/cities have significantly improved in content index 1 "Participation at grassroots level" compared to the PAPI results in 2021; 18 provinces/cities have significantly improved in content index 2. The internal index for "Openness and transparency in local decision-making" has improved significantly in 30 provinces/cities. The eighth section entitled "Electronic Administration"
The Content Index 7 "Environmental Governance" decreased significantly in 29 provinces/cities; sub-index 4 "Controlling corruption in the public sector" decreased significantly in 18 provinces/cities; and sub-index 6 "Public service provision" decreased significantly in 18 provinces/cities.
Binh Duong continues to lead the nation in combating public sector corruption.
PAPI 2022 measures eight indicators, with the index of controlling corruption in the public sector consisting of four subcomponents: control of corruption in local government, control of corruption in public service delivery, fairness in recruiting human resources for the public sector, and the local government's resolve to combat corruption.
Binh Duong took the lead in controlling corruption in the public sector in 2022, but its score decreased by 0.21 points from 2021. Among the top 10 provinces are Phu Tho, Ha Nam, Thanh Hoa, Quang Binh, Thua Thien - Hue, Binh Dinh, Ninh Thuan, Tien Giang, and Hau Giang. Dien Bien, Lao Cai, and Binh Phuoc are the three provinces in the lowest index group, with respective scores of 5.71, 5.78, and 5.97.
The corruption control index in Hai Phong, at 6.88, is the highest of the five centrally-run cities. The second-ranked city is Hanoi with a score of 6.8, followed by Da Nang with a score of 6.59, Can Tho with a score of 6.53, and Ho Chi Minh City with a score of 6.32.
On the factor of controlling local government corruption, only Quang Ninh received two points, while Binh Duong ranked second with 1.96 points. Lao Cai, Dien Bien, and Dak Nong are the three provinces at the bottom of the table.
30/63 provinces and cities have a high index of controlling corruption in the provision of public services (over 2 points), with Quang Ninh and Binh Duong leading the way. Binh Duong province also leads the nation in its resolve to combat corruption, with a score of nearly 2.1, while Quang Ninh province unexpectedly placed last with a score of 1.3.

Binh Duong maintained its position from 2021 to 2022, increasing by more than 2,7 points. The province of Quang Ninh topped the PAPI index with 47,8763 points, followed by Thanh Hoa, Ninh Thuan, Thua Thien-Hue, Bac Lieu, and Binh Thuan.
Mr. Ly Van Dep, Deputy Director of the Binh Duong Department of Home Affairs, who participated directly in this conference, stated: The announced results show that Binh Duong retains second place in the composite index compared to 2021. This is a source of pride for the provincial Party Committee, authorities, and citizens. This result is recognition and support from the people for the political system's efforts, particularly at the grassroots level.

Mr. Ly Van Dep stated, "The PAPI index not only provides objective information about people's experiences and relationships with local government agencies, but it is also a tool for assessing the actual effectiveness of government levels in fostering the fulfillment of people's obligations and rights."
What exactly is PAPI Index?
The Provincial Governance and Public Administration Performance Index in Vietnam (abbreviated as PAPI) is a tool for citizens to monitor the government's effectiveness in policy implementation at the local level. The PAPI Index is the result of cooperative research efforts between the Center for Research and Development and Community Support (CECODES), the Center for Staff Training and Scientific Research of the Vietnam Fatherland Front at the Central Government, and the Vietnam Fatherland Front. local government (VFF-CRT), Real-Time Analytics (RTA), and the United Nations Development Program (UNDP) in Vietnam. Since 2011, the PAPI survey has been conducted nationwide, following a pilot survey in 2009 and a larger-scale implementation in 2010.
16 117 citizens (voters) took part in the PAPI survey in 2022. PAPI measures eight content indicators: participation of the people at the local level; publicity and transparency in decision-making; accountability to the people; control of corruption in the public sector; public administrative procedures, public service provision; environmental management; and electronic governance. It is the fourteenth year that PAPI indicators have been compiled. PAPI 2022 is based on survey results from over 16,000 individuals in 416 communes, 208 districts of 63 provinces and cities beginning in August 2022.
There are 120 measurement criteria with over 500 questions sent to individuals via two methods: face-to-face interview and tablet computer interview.
