DNHN - In the first half of 2023, Hai Phong disbursed an estimated VND 8,000 billion in public investment capital, which is 35.13 percent of the plan assigned by the City People's Council (VND 22,770 billion) and 59.68 percent of the plan assigned
This is a positive result when compared to the same period in 2022, during which the city's public investment capital was only disbursed VND 3,395 billion, representing 26.7% of the plan assigned by the Prime Minister (VND 12,720 billion) and 24.28 % of the plan assigned by the City (VND 13,980 billion).
During the global economic downturn, the City's major fiscal policy is the rapid introduction of public investment into society, which creates an impetus to attract other social resources (private sector, foreign sector) to promote economic growth. This is one of the primary reasons why the city has the highest growth rate in the nation during the first half of the year.
Specifically, fifteen investors have funded the 2023 capital plan. Kien Thuy district (338/386 billion, reaching 87.57%); Hai Phong University (41.5/51.9 billion, reaching 79.92%); Cat Hai district (205.5/275.9 billion, reaching 74.5%); Urban Development Project Management Board and Civil Construction Investment (VND 2,219/3,851 billion, reaching 57.62%); Project Management Board Investment in construction of urban infrastructure and economic zones and industries
The total decentralized capital for districts is 3,111,004 billion VND, and by the end of June 20, 2023, 872,372 billion VND had been allocated, representing 28.04 percent of the City's plan. Tien Lang district (87.8/147.5 billion VND, reaching 59.52%); Ngo Quyen district (55.9/103.47 billion VND, reaching 54.1%); Kien Thuy district (102.98/244.33 billion VND, reaching 42.15%); Duong Kinh district (44.18/120.82 billion VND, reaching 36.57%); and An Duong district (102.75/318.54 billion VND, reaching 32.22%).
In terms of additional capital, the construction of a model new rural community in the City is planned. The total decentralized capital for the districts is 3,085,584 billion VND, and by the end of 20 June 2023, 593,989 billion VND, or 19.25% of the plan assigned by the City, will have been disbursed. A Lao district (114,352 billion VND; 32.81%); Kien Thuy district (113.27 billion VND; 26.67%); An Duong district (60 billion VND; 22.56%); Thuy Nguyen district (174.55 billion VND; 20.17%).
