DNHN - On April 8, information from the Government Office said that Deputy Prime Minister Le Van Thanh had just requested the Ministry of Transport, the Committee for the Management of State Capital at Enterprises and the Road Development Investment Corporation. Vietnam Expressway (VEC) drastically accelerates the implementation of the electronic toll collection system (ETC) at expressway projects managed by VEC.
The Deputy Prime Minister requested completion on schedule according to the direction of the Government and the National Assembly; take measures to handle the responsibility of the individuals and groups concerned if the above schedule is delayed; report to the Prime Minister the results of implementation before June 30, 2022.
VEC was assigned by the Ministry of Transport as an investor to build, manage, operate and exploit 5 highway projects including Cau Gie - Ninh Binh expressway, Noi Bai - Lao Cai, and Da Nang - Quang Ngai, and Ben Thanh expressways. Luc - Long Thanh and Ho Chi Minh City - Long Thanh - Dau Giay.

In the 5 projects mentioned above, only the Cau Gie - Ninh Binh expressway has been invested in and operated the ETC toll collection system (15/40 lanes) from June 10, 2020, other highways still collect tolls. in the form of one-stop. Based on the number of lanes, vehicle traffic through the toll gates and the operating capacity of the non-stop toll collection system compared to the one-stop toll collection system, VEC calculates to invest in 140 toll lanes in the immediate future. Non-stop will ensure toll expressways in the form of toll collection ETC synchronously, meeting requirements.
To expedite development under the Prime Minister's order, VEC will hire service providers in the same manner as it hires information technology services utilizing recurrent expenses from the bank's capital. With this option, the implementation process will be hastened; the selection of toll service providers is projected to be completed in the second quarter of 2022, followed by the installation of equipment and operation of the system in the third quarter of 2022.
Additionally, the Ministry of Transport requested that the Directorate of Roads of Vietnam review and paste identification cards on all auto vehicles under its management; mobilize cadres, civil servants, and exemplary employees to adhere identification cards to personal vehicles to participate in the ETC toll collection service, ensuring that manual toll collection is phased out by June 1, 2022; and pilot ETC toll collection on the Hanoi - Hai Phong expressway.
