DNHN - The purpose of the revised master plan is to gradually transition from the "industrial city" structural model to the "service and industrial city" model.
To develop Bien Hoa city into one of the key growth poles of the Southeast region and the southern key economic region; to play a significant role in the urban area of Ho Chi Minh City; and to promote the strength of regional and international connections in trade services, logistics, high-tech industry, and innovation.
Create an urban space with green, intelligent urban technical infrastructure and climate change adaptation; modern and comfortable social infrastructure to meet the needs of city residents.
Towards urban development with a high quality of life and an enticing working environment; preserving and protecting the ecological environment and distinctive cultural and historical identity; meeting national and regional defense and security needs.
Create a legal framework for the management, development, investment, and construction of urban technical infrastructure systems and areas in Bien Hoa city by planning, ensuring urban quality by Dong Nai province's urban quality standards for grade I.
Bien Hoa is a grade I city, the administrative, political, economic, cultural, service, scientific, and technical center of Dong Nai province; a nuclear city in the central urban area of the province; one of the centers of industry, service, culture, tourism, science-technology, vocational education, and innovation; and an important logistics hub of the Southern key economic region and the Southeast region.
