DNHN - The Ministry of Industry and Trade hopes to improve its ability to manage and supervise rice export activities while establishing equitable conditions for industry-related businesses.
The Ministry of Industry and Trade is reviewing and amending Decree No. 107/2018/ND-CP of the Government dated 15 August 2018 on the rice export business to enhance this regulation's effectiveness and efficiency.
In its five years of implementation, Decree 107 has produced some encouraging results, according to the Ministry of Industry and Trade. From 2019 to the present, the export price of Vietnamese rice has remained stable, and at times, the price of 5% of broken rice has been the highest in the world, surpassing Thailand and India. Current regulations require traders to submit quarterly and annual reports on the signing and performance of rice export contracts, as well as inventory levels. However, there have been numerous instances in which exporters have not strictly adhered to their reporting obligations, including failure to report, incomplete reporting, and failure to report periodically. This has significantly complicated the management of rice exports.
To overcome this situation and ensure the strict implementation of Decree 107/2018/ND-CP, the Ministry of Industry and Trade has repeatedly issued urging and reminder documents to traders. Among the measures taken are sending direct written reminders to non-compliant traders and requesting the local Department of Industry and Trade where the traders' headquarters or rice milling and processing facilities are located. When an intersectoral delegation led by the Ministry of Industry and Trade conducts a law enforcement inspection, the Director is responsible for requesting compliance directly from merchants. Despite the use of written reminders and corrections as well as direct communication, there is no strong sanction in place to deal with violations of the reporting regime for traders.
According to the Ministry of Industry and Trade, it is necessary to develop a Decree amending and supplementing several articles of Decree No. 107/2018/ND-CP to improve the legal framework for the rice export business, to solve the following problems: current issues and create orientations for rice production and export business, and at the same time ensure sustainable and stable rice export goals, by market requirements and the production capacity. economic.
