DNHN - Cao Tien Doan, Chairman of the Provincial Business Association, spoke at the 14th session of the Provincial People's Council of Thanh Hoa. The essay asserted, "The business has never been as challenging as it is now, so it requires more support"
Difficult businesses pile up difficulties
Mr. Cao Tien Doan emphasized at the beginning of his presentation, "The business community has never faced so many difficulties and challenges as it does today. According to current statistics, the number of businesses that must close or withdraw from the market is greater than the number of new and returning businesses.

The Chairman of the Thanh Hoa Provincial Business Association explained that businesses are experiencing difficulties because they have been severely impacted by the Covid-19 pandemic for an extended period. As soon as the epidemic was under control, many businesses that had just begun to recover were forced to close due to new fire prevention and fighting regulations. As the fire prevention and suppression efforts were gradually completed, businesses continued to experience sudden and ongoing power outages...
Additionally, the global economic and political situation is complex. High inflation, a dearth of input materials, soaring and unstable prices, and the cessation of capital flow for production and business. Although the government has introduced numerous policies to assist businesses, such as a 2% interest rate support package, a reduction in loan interest rates, the extension of debt, and the freezing of credit, the number of businesses that can access and benefit from these policies is extremely low due to the impossibility of meeting the conditions.
In the past, some civil servants have exhibited avoidance, a lack of responsibility, and a fear of making errors in the performance of their official duties, which has contributed to difficulties for businesses. Some senior officials evaded, and some advisory levels, such as departments, exhibit signs of competition, fear of involvement, and fear of responsibility.
This situation of pushing and evading has slowed and slowed public service activities, many works and projects have been prolonged, resulting in loss and waste, affecting all facets of life, particularly the socio-economic development goals of the province.
Delegate Cao Tien Doan added that Thanh Hoa's business investment environment has significantly improved over the years and that Thanh Hoa's foreign direct investment attraction ranks first in the central region. Eighth in the nation. However, in 2022, the provincial competitiveness index (PCI) of Thanh Hoa, which measures the level of business satisfaction across all departments and sectors, ranked 47th in the nation.
This demonstrates that the business and investment climate in the province of Thanh Hoa is very attractive, but the administrative reform stage of our province for the satisfaction of businesses and citizens with public servants must be considered.
As a result of these accumulated difficulties, some businesses have been forced to close, while many others have been forced to lay off employees and reduce their working hours. Some businesses have opted for the "immovable military" strategy.
Businesses require more focus and assistance!
Cao Tien Doan, Chairman of the Association Enterprises in the province of Thanh Hoa, made several recommendations to restore the economy, instill business confidence in production and commerce, and simultaneously save businesses on the verge of bankruptcy or dissolution.
Provincial leaders must take additional steps in the direction of administrative reform management to achieve breakthrough solutions and implement truly appropriate and effective business-supporting policies. Thus encouraging entrepreneurs to have the courage to think, act, and commit to the creation of new values.
Governments at all levels must continue to implement administrative reforms, vastly improve the environment for business investment, eliminate unnecessary regulations, and eliminate bottlenecks that may hinder operations. of the business enterprise. Workplace harassment and difficulties must be resolutely averted and repelled.
Particularly, provincial leaders should avoid placing problem-solving positions in the hands of cadres whose behavior is to avoid work, to push each other, or to lack mind, reach, or qualifications. job.
Proposing that commercial banks in the province strictly adhere to government and State Bank Governor directives regarding credit support for businesses, particularly small and medium-sized businesses.
The State Bank of Thanh Hoa province must be responsible for directing banks in the province to strictly implement debt freezing, debt rescheduling, and extending interest payment time for enterprises by Resolution No. 8 of April 2023 and Resolution 59 of April 23, 2023.
"Preventing the situation in which bank branches in the province, when questioned by businesses, all respond that there are no instructions from the Association or Department, even though the Decision was issued in April 2023. This is an attempt to buy time to cause trouble. Mr. Doan emphasized that it is difficult for businesses to benefit and pushes businesses into the bad credit group, putting many businesses at risk of bankruptcy.
Mr. Doan added, "At present, our province faces a similar situation, but too many departments are in charge, resulting in a time lag that hinders the completion of project procedures. It is suggested that provincial leaders examine a case and assign only one unit with primary responsibility for synthesizing the opinions of the branches for advice, thus shortening the process.
Mr. Cao Tien Doan stated, "The business community strongly desires and requests that all levels of Party committees, the Party, and the government accompany, unite, and eliminate obstacles for businesses. Create the optimal conditions for businesses to recover during this period when they are considered "sick" The business community affirms and commits to doing their utmost, respecting the law, along with all levels of Party committees, parties, authorities, and people in the province, to rapidly and sustainably restore the developed economy of Thanh Hoa province."
