On May 20, Deputy Prime Minister Tran Luu Quang signed Decision 535/QD-TTg approving the Project on developing and improving incident and disaster response and search and rescue capacity to 2030, with orientations to 2045 (Project).
The purpose of the Project is to enhance the community's knowledge and proficiency in incident and disaster response (PSC) and search and rescue (SAR); to increase the professionalism of the specialized force and the proactivity of the local force; to gradually enhance the effectiveness of MIC and save technology, reduce human and material losses, contribute to socioeconomic stability, and bolster national defense and security. Complete 40% of the project's contents by 2030; complete the project by 2045.
Focusing on various types of incidents and natural disasters, the program aims to popularise basic knowledge and skills on responding to and overcoming the consequences of incidents and natural disasters by regional conditions by 2030. Perfecting the mechanism for direction, administration, and response to ensure flexibility, effectiveness, and synchronization from the central to the local level.

Concurrently, to consolidate the organization, modern equipment, and specialized means, and to perfect the operation mechanism of the specialized force, with high professional qualifications and the ability to handle situations, by the specific work. Incidents, natural disasters, and basic technical disasters occur frequently; strengthen equipment and means for local forces to quickly and effectively participate in disaster prevention and control and basic technical rescue at the local level.
Develop and complete the mechanism for coordination of DEP and SCA with countries sharing a border and countries with adjacent seas; reviewing, adjusting, formulating, and publishing policies to ensure incident and disaster response and search and rescue activities; policies to encourage organizations, enterprises, and individuals to participate in CPR and S/T activities.
After 2030, with an eye toward 2045, the Project aims to build a specialized force with high professional qualifications, modern equipment, and the ability to handle all future incidents, natural disasters, and technical challenges. Countries and participation in international rescue operations; refining mechanisms and policies to socialize activities of responding to and overcoming the effects of incidents, natural and industrial disasters.
To achieve the aforementioned objectives, the Project proposes several essential tasks and solutions, including Developing and completing mechanisms, regulations, and policies in the activities of CPR and SCA; consolidating the organization, investing in equipment and specialized means for specialized forces to carry out the tasks of disaster prevention and control, and enhancing the capacity of five teams to participate in international humanitarian assistance and disaster relief activities.
