In addition, there is a plan to strictly control the stand area, ensuring the load when people and tourists attend the festival; pay special attention to the decoration of visual promotion at the entrance of the city and along the central roads.
The People's Committee of Hai Phong City tasked the Department of Construction with directing public utility units to prepare plans and routinely maintain electricity and water to swiftly respond to emerging situations, including fire prevention and fighting. Districts in the festival area and the city's major roads and alleys have increased shop inspection and arrangements to ensure cleanliness and make a favorable impression on tourists. In addition, arrange free parking spaces for the benefit of the public.
Hong Bang district specifically arranged 5 free parking spots at Hong Bang Secondary School (No. 4 Dinh Tien Hoang), Nguyen Tri Phuong primary school (No. 3 Nguyen Tri Phuong), Kindergarten 1 (No. 24 Ly Tu Trong), Phan Boi Chau Secondary School (No. 92 Phan Boi Chau), and Pham Hong Thai Kindergarten (No. 191 Phan Boi Chau).
The district of Ngo Quyen provides two free parking spaces: No. 4 Tran Phu (May To ward) and No. 26 Luong Khanh Thien (Cau Dat ward).
Le Chan district provides three free parking areas, including the former headquarters of the Radio and Television Station (No. 199 To Hieu), Ho Sen Stadium (No. 10 Ho Sen), and To Hieu Secondary School (347 To Hieu).
Together with the Department of Transport and People's Committees of districts, the Hai Phong City People's Committee has assigned the City Police the primary responsibility for ensuring security, order, and fire prevention and safety, separating lanes, regulating, and directing tourists and residents to park in designated areas.
Previously, at a meeting with the Subcommittee on ensuring security and order in the work of ensuring traffic order and safety, preventing fire and explosion; urban order, and urban environmental sanitation to serve the events of the Red Phoenix Flower Festival, Mr. Nguyen Duc Tho - Vice Chairman of Hai Phong City People's Committee directed Ngo Quyen, Le Chan and Hong Bang districts to arrange the Free parking spots for people going to see the festival, especially not to create traffic congestion.
Along with the arrangement of free parking spaces, the Department of Transport has announced the suspension of parking in the city center during the 2022 Red Phoenix Flower Festival to ensure traffic order and safety and prevent traffic jams.
Specifically, from noon on May 13 to midnight on May 14, stop temporarily allowing cars to stop and park on the following routes: Tran Hung Dao, Tran Phu, Quang Trung, and Nguyen Duc Canh; routes across the city center strip.
Dinh Tien Hoang, Hoang Van Thu, Dien Bien Phu Streets (from the intersection with Ly Tu Trong Street to the old intersection 6), Minh Khai Street, and Le Dai Hanh Street (from the intersection with Ly Tu Trong Street to the old intersection) are prohibited for vehicle parking. Tran Quang Khai Street from the intersection with Ly Thuong Kiet Street to the intersection with Le Dai Hanh Street; Phan Chu Trinh Street; Phan Boi Chau Street: from the intersection with Lan Ong Street to the intersection with Hoang Van Thu Street; Ky Dong Street. Roads: Lan Ong, Trang Trinh, Hoang Ngan, Tonne That Thuyet, Ky Con, Pham Hong Thai, Nguyen Thai Hoc (from the intersection with Phan Boi Chau Street to the intersection with Quang Trung Street); Tran Binh Trong, Pham Ngu Lao, Nguyen Khuyen, Tran Nhat Duat, Cau Dat, Le Chan, Me Linh, Cat Cut, Tran Nguyen Han streets: the section from the intersection with Hai Ba Trung street to the intersection with Nguyen Duc Canh street.
During the temporary organization of traffic, the city requires drivers to: remove their vehicles from parking spaces along the above-mentioned routes; comply with the instructions of traffic-regulating forces; and observe traffic safety regulations.
