The fluctuating and jerky method of electricity management has infuriated people in the past and the present, coal-fired businesses because of the constant and bluffing schedule of power cuts. According to analysts, "fortunately.. electricity shortage" has exposed the monopoly EVN mechanism. A country with hundreds of millions of inhabitants, but only one EVN has purchased, sold, supplied, and generated power for the entire economy.
The Government Standing Committee recently requested the Committee for Management of State Capital at Enterprises to direct the Vietnam Oil and Gas Group and the Electricity of Vietnam to end the power shortage in June 2023.
Hydroelectricity lacks water; thermoelectricity comes to the rescue
In the present state of Vietnam's electricity supply, hydropower remains the primary source. If the weather is favorable and there is enough water in the reservoirs to generate electricity, then there is sufficient electricity for production and living. If, on the other hand, the weather is hot, the drought is prolonged, and the water level in the reservoirs falls below the dead water level, it is difficult to assert that there is sufficient electricity.
The Department of Industrial Safety and Environment (ATMT) reported in mid-June that water has poured into four large hydropower reservoirs in the North, but the water level is extremely low.
El Nino has begun. Hydroelectricity, which accounts for 29% of the system's capacity, is unable to meet society's needs due to a dry weather phenomenon, resulting in severe power shortages in all three regions. This is bad news for commercial activities, but it is good news for thermal power companies.

According to weather forecasts, hydroelectricity will have a "long term," so coal power enterprises are entering a "time of heaven." When EVN "spread the word" about a shortage of 1 million tonnes of coal, the government previously permitted aggressive "coal imports" to provide maximum thermal power.
Yuanta Securities has just released a brief report on the energy industry stating that coal-fired power is experiencing "good fortune." Also according to Yuanta, coal power, which accounts for 33% of system capacity, will benefit from this circumstance as it will be mobilized at a higher rate to compensate for the hydropower shortfall.
Therefore, clean electricity (DMT, wind power) does not appear to have been "welcome" to participate in the strategy of "rescuing" the severe power shortage caused by El Nino.

In most regions of the country, the average monthly temperature tends to be higher than normal during El Nino conditions; the heat can become increasingly intense; and numerous records for the highest temperature are possible.

Regarding the impact of El Nino on Vietnam's weather and climate, the meteorological agency noted that El Nino frequently causes a 25 to 50 percent rainfall deficit in most of the country, with the North Central region being the most affected. Consequently, there is a risk of local or widespread drought in regions with a high demand for water for production and daily life during the dry season months of 2023, to prevent less precipitation, which would result in drought and water intrusion. In the first months of 2024, saltwater intrusion and water shortage will be a nationwide problem.
Whether we like it or not, El Nino is still wreaking havoc and causing life to be turned upside down by the terrifying heat, putting pressure on many social aspects. Nevertheless, if El Nino is the primary water source, the "extremely hot" period of El Nino will create a driving force for solar PV to harvest a "bumper" of record power output proportional to El Nino's thermal amplitude.

Only recently, when witnessing "billions of Kwh"/year of renewable energy being discarded due to new problems and procedures that prevented clean electricity from entering the grid, public opinion and the voices of the authorities reacted strongly. The deputies of the National Assembly repeatedly questioned and requested clarification on everything. In addition, the Government Inspector has intervened.
El Nino has caused a hydroelectricity shortage, which has led to a lack of electricity. Coal is becoming scarcer and more expensive as a result of "exploitation," but it must still be purchased in large quantities to generate electricity, whereas DMT is simple - it effortlessly breaks the capacity record without requiring any "input." Then why not include NLS in the effort to save the Vietnamese electricity industry?

To be objective and fair, the lack of electricity due to "excess procedures" causes clean electricity enterprises to "cry" and pray to God. One policy, not "throwing" billions of dollars to import coal or block the flow - deforestation for hydropower, is all Vietnam needs to develop a green economy, which is one of the growth drivers. new chief. Hopes to respond to Cop26 so that Vietnam can pro-actively adapt to climate change and use resources rationally, economically, efficiently, and sustainably, thereby avoiding natural disaster costs. But EVN's behavior and the current state of energy security indicate that it is not living up to its responsibilities.
